I would let the people on the boat decide through a vote which 10 people would be allowed to join. We would consider the peoples background, age, race, and what they would offer for the society. If the person on the boat or off the boat was old or dying we would ask them to get off or stay back. If there was a parent with kids we would allow a kid. Not every kid would make it on to the boat. They would be judged just like the adults, but with age as a consideration. If people decided they wanted to give up their spot then they could. I believe a democratic vote between the 50 people on the boat would b the most fair way to handle the situation. We would explain the process to all the people so they would know if why they were not chosen. I think this way would be the most fair. It would be the equivalent to a jury of somone's peers in the judicial system.
